Rapidly-Growing Federal Contractor Leverages Strong Service Record to Expand BPO Footprint in U.S. Citizenship and Immigration Services

“We understand USCIS and what it takes to be successful in supporting its mission." -- FCi Federal Founder and President Sharon Virts Mozer

FCi Federal (http://www.fcifederal.com) today announced its acquisition of the field services segment of Dell Services Federal Government (http://www.dell.com) that holds the United States Citizenship and Immigration Services (USCIS) Field Operations Support Services (FOSS) contract. Under the terms of the acquisition, FCi Federal now will assume prime contractor responsibility over all operations of the program. This acquisition supports FCi Federal’s strategy for continued growth in the area of business process outsourcing (BPO) and mission-focused administrative support to the federal government.

“FCi Federal currently operates as a major support contractor to USCIS with seven other prime BPO contracts with the agency,” said Sharon Virts-Mozer, President of FCI Federal. “We understand USCIS and what it takes to be successful in supporting its mission. This acquisition builds on our operational strength and will allow us to proudly deliver a high level of customer service to USCIS.” The company currently supports the USCIS California Service Center and the Vermont Service Center under the Service Center Operations Support Services (SCOSS) contract.

The FOSS contract provides support to more than 70 locations in the Department of Homeland Security (DHS), USCIS Office of Field Operations (OFO) and Fraud Detection and National Security (FDNS) including records distribution and maintenance, file operations and maintenance, data entry, file and pending application/petition inventory requirements, FBI name checks and fingerprint checks, interview and Oath Ceremony scheduling, and production of Naturalization/Citizenship Certificates.

FCi Federal has named Dick Braun as the new executive responsible for the Field Services Division. Braun has more than thirty years experience managing large field support programs such as FOSS and was responsible for the successful transition of the USCIS SCOSS program in Vermont and California. Joining Braun in the management of the program is Thomas Leupp, USCIS Operations Executive for FCi Federal, who brings more than 20 years of executive leadership experience. Leupp previously worked for the Immigration and Naturalization Service (predecessor to USCIS) and Customs and Border Patrol.

The transfer of the business unit from Dell will increase FCi Federal’s employee base from more than 800 to more than 1,300, operating in 35 states and two territories.

“FCi Federal has developed a proven track record of outstanding performance supporting customer operations through the implementation of proprietary production and management tools and methodologies that enable its customers to achieve sustainable process improvements,” said Virts-Mozer. “Our workforce strategies enable our customers to operate more efficiently under services contracts, and provide an attractive value proposition in support of critical customer mission objectives.”

FCi Federal, one of the fastest growing government services firms in the industry, provides a wide range of managed professional, administrative and technical services to federal agencies. The company’s more than 1300 employees put their core expertise in program management support, records management, adjudication support, disclosure and FOIA services and other administrative support services to work in ways that routinely outperform expectations. FCi Federal is a major support contractor to homeland security agencies with 29 prime contracts.
