Franklin University, a leader in adult education, hosted a two-day workshop last week to provide consultation and guidance on the complexities of multi-state authorization. The purpose of the workshop was to educate a broad spectrum of institutional personnel that have the common attribute of navigating state authorization compliance as a result of the 2010 U.S. Department of Education Program Integrity Rules.
Advancements in technology have promoted dramatic change in the enhancement of teaching and learning. The most dramatic change brought about by technology relates to the boundaries of the residential campus, allowing institutions to now attract and serve students at virtually any location, without geographic boundaries. As a result, institutions that offer instruction across state, regional and national boundaries are often required to secure authorization in each state, with each state’s regulations vastly different than the others.
The diversity of regulations can be time-consuming and expensive to navigate and completely understand, potentially inhibiting some institutions from providing access to students. Franklin’s Accreditation staff was able to provide guidance in institutional strategic planning and budgeting for compliance with state authorization requirements.
Why Franklin University
Since 1902, Franklin University, a non-profit institution based in Columbus, Ohio, has served the needs of working adults through access and flexibility. More than a decade ago the University expanded this access by providing online degree programs to students across the country. Through the course of the past 12 years of online engagement with those students, Franklin established a level of expertise with state authorizations practices. Having identified the best practices for Franklin, the University’s leadership developed a workshop to share this expertise with others.
The multi-state authorization workshop provided guidance to anyone responsible for research, and applications and maintenance regarding state authorizations at institutions of higher education (this includes two- and four-year institutions, whether public, private, non-profit, for-profit, religious-affiliated, or otherwise specialized).
The first on this subject offered by Franklin University, last week’s accreditation workshop attracted attendees from the following institutions:

Dr. Pamela Shay is Vice President of Accreditation & Institutional Effectiveness at Franklin University. She joined the University in 2004. She is a member of the Higher Learning Commission’s peer reviewer corps and a site evaluator for the International Assembly for Collegiate Business Education (IACBE). She led Franklin’s self-study and reaccreditation process for the Higher Learning Commission and the Ohio Board of Regents. Dr. Shay holds an MBA from Eastern Kentucky University, and a DBA from Argosy University.
With a leadership role in SAN-O (State Authorization Network – Ohio) and over 25 years of experience in higher education, Dr. Shay has become an acknowledged expert in the intricacies of state authorizations, governmental and regulatory compliance, and accreditation.
