The recent outbreak of fires in the Hollywood area has put residents on edge, with media reports showing disturbing images of what is thought to be the work of a serial arsonist. With over 50 fires being attributed to the perpetrator, or possibly copycats, local and national media attention has been focused on this crime. To gain a deeper understanding, fire and arson experts have been brought in to media events to discuss their particular take on the subject. Of the experts, most notable is Robert Rowe, a local fire investigator with more than three decades of experience in dealing with arson cases. Rowe has appeared in various media outlets in discussion of the unfolding situation, including FOX, CNN, ABC, CBS, the Los Angeles Times, and Dr. Drew, a daily talk show.
Rowe's thoughts about the case are that the criminal may have psychological issues and is getting a thrill from setting fire to the various cars and structures. In his opinion, part of the thrill is seeing how far the perpetrator can go before finally being caught, sort of like a cat-and-mouse game with the police and fire authorities. Rowe has gone on to say that the individual committing these crimes is very dangerous. According to the expert, the act of setting a car on fire shows a deeper motivation to see the fire spread. Whether it is simple thrill-seeking, a desire for recognition, or an act of revenge, this type of behavior could quickly escalate into something more serious if the criminal is not captured early.
Robert Rowe, retired from a 26-year fire service career in 2007 serving 18 of those years as Deputy Fire Marshal for the City of Downey, gaining extensive knowledge in fire/arson investigation, fire prevention and hazardous materials. Rowe served as president of the Area E Arson Task Force, which included the cities of Downey, Montebello, Santa Fe Springs, Compton, Vernon and Long Beach. In total, he has investigated more than 1200 fires and has provided expert witness testimony for many civil and criminal cases.
In 2006, Robert formed his own fire consulting company, Pyrocop, Inc. (http://www.pyrocop.com) which specialized in fire/explosion origin and cause investigations, fire code review and interpretation as well as expert witness testimony. Rowe has been certified as a fire investigator through the State of California, the International Association of Arson Investigators and the National Association of Fire Investigators. He is a member of the National Fire Protection Association; California Fire Chief’s Association, Southern California Fire Prevention Officer’s Association and serves on the Board of Directors for the Forensic Expert Witness Association, Orange County Chapter and is the Executive Director of the Fire Sprinkler Advisory Board of Southern California.
