Dog owners may believe that putting a small dog in a fenced yard, or walking it on a leash, will protect it. However, those measures will not necessarily keep predators from victimizing small dogs. Such attacks have even been reported when an owner is supervising or carrying the dog, or when a small dog is outside with a group of larger dogs, such as in a dog-park setting. Because the air space above a small dog is completely open, there is nothing to prevent a predator bird from striking. Dogs of 20 pounds or less are particularly at risk because a predator bird can easily fly away while carrying that much weight in its talons.
