Canadian Federal Competition Bureau said it was receiving many complaints about hidden fees, as well as higher rates and fewer minutes than advertised. The Competition Bureau has undertaken an initiative to ensure that consumers receive proper disclosure of any terms and conditions that affect the value and use of prepaid long distance telephone calling cards.

In response to this initiative Ontario Phone Cards disclosed some of the deceptive methods used by the industry to attract and, in many cases, mislead customers.

"We think consumers need to be aware of the deceptive marketing practices, so that they can make informed decisions when deciding which type of prepaid calling card to purchase," said Jane Hanson, director of marketing, Ontario Phone Cards.

Not many phone cards on the market provide honest minute-by minute billing. Most phone cards in Canada and the United States do not provide all posted minutes deducting undisclosed hidden fees from the balance of the card.

On of the most common deceptive marketing practice, used in the industry, is to release new phone cards with very attractive, sometimes unbeatable rates. In some cases posted rates are even lower than wholesale carrier rates. However, once new calling card becomes popular, dishonest phone card providers gradually increase unspecified hidden charges, significantly decreasing actual time available for consumers.
