On December 5, 2012, collections company Rapid Recovery Solution, commented on a recent Telegraph article regarding the city of Wood River, Illinois turning to a new state program for local debt recovery.
According to the Telegraph article, “During the past seven years, residents have racked up more than $126,000 in debt, and the city is going after them to get it back.” The article stated that the city of Wood River will enter a local debt recovery program, which is run by the Illinois Comptroller Office’s.
Nancy Schneider, the city's director of finance, told the article, “the program will allow the city to recoup fees from debtors' state income tax refunds, state payroll checks or other state payments.” According to Schneider, "We feel this is the most beneficial way for everyone involved.”
According to the article, “The law allows local units of governments - including townships, fire protection districts, library districts and more - to enter into intergovernmental agreements with the Illinois State Comptroller's Office, which administers the program by diverting money from state-issued paychecks, tax refunds, commercial vendor payments or lottery winnings, said Brad Hahn, spokesman for the Comptroller's Office.”
John Monderine, CEO of collections company Rapid Recovery Solution, offered comments regarding his feelings toward the recent news mentioned in the article. “Beneficial for everyone involved, Is that a joke? I'm sure that single mom with three kids will benefit from her money just being taken without warning. Trying to make a debt collector look like a villain because we call and send letters to resolve debts is just ridiculous compared to just taking the money.”
