eMerges.com released a new web based application today called District Matcher. District Matcher calculates the new 2013-2020 congressional and state legislative districts for every voter's address.
Redistricting of registered voters (reapportionment) occurs every ten years. The redistricting process realigns the political boundaries of congressional, state senate and state legislative districts and as a result, voters get reassigned to new districts.
As a consequence of being reassigned to these new districts, voters often do not even know who their elected officials are. Switchboard operators in state capitals get calls from discouraged voters searching for their representative. Associations are forced to update their membership lists to ensure their membership communicates with the right elected official.
District Matcher is a web based application that instantly determines the new political districts for any address. Large lists of addresses may be uploaded and the respective new political districts are appended to each address for download to any desktop. District Matcher solves the address redistricting challenge by correctly assigning the new political districts to every address.
District Matcher does not use zip codes to find the respective districts but rather calculates the new districts by using geospatial metrics. By employing longitude and latitude coordinates, the geocoding method is recognized as being 3-5% more accurate than using the shortcut zip code scheme. Zip code matching is simply not as accurate because zip code lines do not nest precisely within the lines of political districts.
Shawn Harmon, eMerges President explains that "District Matcher cleans addresses and then geocodes each with longitude and latitude coordinates. This yields what is sometimes referred to as 'rooftop accuracy', the same level of accuracy that a GPS in a car gets and the exact same process used by a state board of elections.”
Incorporated in 2000, eMerges is a leader in acquiring and providing fresh and precise registered voter lists and other public records to permitted or unrestricted users and generally always for political, journalistic, and scholarly uses.
