The skills needed in formulating a grant budget are a combination of financial acumen, effective wordsmithing, and knowledge of key federal grant concepts and requirements. The upcoming March 19 webinar from Federal Fund Management Advisor, “How to Construct and Manage Your Federal Grant Budget,” will give tips on constructing a budget that is of sufficient size and flexibility to get the job done.
The Office of Management and Budget describes the budget plan as “the financial expression of the project or program as approved during the awards process.” The March 19 webinar will help to hone budget skills in order to craft budget submissions that will be acceptable to federal grant awarding agencies; know when budgets will need to be amended and how; and understand how to manage budget components to maximize cost recovery and program effectiveness.
Participants will learn:
- How to use the design of the grant application budget forms to an organization’s advantage;
- Tips for handling budget submissions that include matching, cost sharing or program income;
- How to employ language from the federal cost principles and other resources to develop convincing budget justifications;
- How federal awarding agencies conduct cost analysis of grant budgets and how to avoid the “red flags” that they are looking out for; and
- Ways to accomplish effective budget management oversight for program and administrative staff members.

The webinar will be presented by Bob Lloyd, a respected authority on policies and practices affecting the award, administration and oversight of federal grants, contracts and subawards. Mr. Lloyd has more than 40 years of experience in federal award implementation. Prior to starting his management consulting practice in Washington, D.C., in 1982, he served as the executive director of the Grants Management Advisory Service and held staff positions in two large federally funded organizations. Since then, he has been a consultant, trainer or advisor to award and audit units in 16 federal award-making departments and agencies, and to recipient and subrecipient organizations and their professional advisors located in all 50 states, the District of Columbia, several U.S. territories and 18 foreign countries. He is the principal author of several reference works on federal grants management and audits, and currently serves as contributing editor to Federal Grants News and Federal Auditing News, published jointly by Atlantic Information Services and NACUBO. He also is a Charter Life Member of the National Grants Management Association and served on its Board of Directors for five years.
