On April 5, 2013, Rapid Recovery Solution releases a statement following a Sacramento Bee article by Jon Ortiz regarding the news of Deena Mount, a former employee of the California Emergency Management Agency, and how she failed to pay back a five dollar loan to the state.
According to the Sacramento Bee article, the state has reacted seriously to the small debt, willing to go as far as to use the Franchise Tax Board offset process. The money Mount owed to the state is considered public money, and while a business might write off a $5 debt, because it was public money in Mount’s case, the state went as far as to send a certified letter to Mount demanding that she pay back the loan.
The article reports that right now, California has 72 pending collection cases which total about $46,000. About half of the collection cases are related to travel adjustments, and 26 of them are in the tax-refund threat stage.
According to Deena Mount, she first learned of her small debt when she received the certified letter in the mail. A spokeswoman for Cal-EMA, Tina Walker, responded to Mount in the article, saying, “That's no excuse. It certainly wasn't new news to her.”
Walker goes on to mention that as a former state worker, Mount should have known the rules.
