According to the Commonwealth Fund Biennial Health Insurance Survey released on April 26, 2013, 30 percent of working-age adults reported that they were uninsured at some point in 2012 and 19 percent said they were currently uninsured.

States can choose to create and run their own exchange, partner with the Department of Health and Human Services and manage only some services, or rely on the federal exchange. Illinois is one of seven states moving forward with planning a state partnership exchange. As of April 1, 2013, only 18 states had declared they will implement state-based exchanges while 26 states currently are defaulting to the federally facilitated exchange.
