Phillips Nizer is pleased to announce that Noreen P. Healey, former Commissioner of the New York State Liquor Authority and appellate attorney for 11 years in District Attorneys’ Offices, has joined the firm as Counsel. Ms. Healey, who served as Commissioner from 2006 to 2011, will be a member of the Real Estate and Restaurant, Food Service & Hospitality Law Groups. She will work closely with partner, Kevin B. McGrath and other members of the Corporate & Business Law and Litigation Departments. Her depth of knowledge as an attorney and as a former state official charged in regulating, enforcing and controlling the manufacture and distribution of all alcoholic beverages in New York State and the issuances of liquor licenses in the state will be invaluable to the Firm’s clients who are owners and operators of restaurants and entertainment establishments and beverage distributors. As an appellate attorney, Ms. Healey has presented briefs and oral arguments before the United States Court of Appeals, Second Circuit; the United States District Court, Eastern District of New York; the New York State Court of Appeals, and the New York State Appellate Division, Second Department.

Ms. Healey is the fourth woman to be appointed by a New York State Governor to serve as a Commissioner at the Authority, and is one of the few former Commissioners who is an attorney. During her tenure as Commissioner, Ms. Healey was appointed Chairperson of The Taskforce for the Review of On-Premises Licensure. As Chair, she conducted a series of meetings with elected officials, community leaders and boards, industry representatives, law enforcement officials, and State Liquor Authority staff. She reviewed the Alcoholic Beverage Control (ABC) Law as it related to licensing retail establishments, examined the policies and procedures of the Authority in issuing these licenses, and made recommendations for a more effective and efficient process. She submitted a report to the Governor with her recommendations for changes and amendments to ABC Laws.

In addition to her role as Commissioner and appellate attorney, Ms. Healey’s legal career included a position as General Counsel to a media company and Clerkships to Justices of the New York State Supreme Court. Ms. Healey earned her law degree from St. John’s University School of Law in 1989 and graduated magna cum laude and as class valedictorian with a Bachelor of Arts degree from Pine Manor College in Brookline, Massachusetts in 1985.
