Louisville, KY (PRWEB) May 16, 2013
As part of the EPA Notice of Proposed Rulemaking (NPRM) for RIN integrity, QAP providers were required to submit details of their QAP-A replacement plans to the EPA by May 1, 2013. Under the NPRM, the QAP-A RIN provides an obligated party zero liability if the RIN is ever to be found invalid. Genscape’s QAP-A RIN replacement backstop was reviewed and approved by the EPA for the interim period. Genscape’s QAP-A RIN replacement mechanism is further backed by the company’s multi-billion dollar parent company, Daily Mail and Group Trust (DMGT).
As the biodiesel industry evaluates the impact of the EPA’s NPRM, the demand for biodiesel A-RINs is increasing. Genscape reports that, as of early May, over 80 million A-RINs are stipulated in producer contracts and scheduled to be verified under the Genscape QAP program. Additionally, Genscape’s producer clients are seeing more sales opportunities for their RINs. “Once we joined Genscape’s RIN Integrity Network QAP program, we began receiving unsolicited calls from large obligated parties interested in our RINs. Being able to sell our RINs at market prices with minimal effort is an important development for our company,” said Blake A. Banky from Newport Biodiesel.
It is becoming apparent that A-RINs offer other advantages in the marketplace. With the increased RVOs for 2013, some obligated parties have communicated the need to expand their RIN buying strategy. As obligated parties work to purchase more RINs, many are finding that A-RINs offer a faster and simpler counterparty pathway because they are risk-free. As such, obligated parties can buy the RINs outright and reduce the internal finance approval processes.
“We’re hearing from our obligated party clients that QAP-A RINs are the way to go because there’s no risk to them and they’re able to save time in the short term and money in the long term. We’re excited that our partnership with Genscape has helped us add additional suppliers to our marketing program while building our exclusive RIN supply into one of the most secure sources of RINs available for our customers,” said Robert C. Wright, President and CEO of Murex LLC.
Furthermore, because the RIN verification process is identical for Genscape’s QAP-A and B services with ongoing monitoring, renewable fuel producers have the flexibility and agility to offer either RIN type depending on the needs of their counterparties.
