Matt Cutts, the head of Google's web spam team, recently made several statements that pertain to the secondary domain market and how Google treats domains with a high quantity of incoming spam links.

The secondary market in domain names exists because the namespace of the most popular top-level domains is very crowded. Registering a short, original, and relevant ".com" domain name is particularly difficult. Because such domains are a scarce resource, a secondary market exists where previously registered domain names are sold on to new owners.

Domains that have attracted high numbers of incoming spam links are subject to both manual and algorithmic penalties by Google and other search engines. Owners of domains that are being penalized often employ a churn-and-burn technique, whereby they attempt to extract some value from domains that have become worthless for ranking in search engines by selling them on to unsuspecting users.

While manual penalties on domains will eventually expire, the algorithmic penalties that are imposed as a result of a domain having a high level of spammy backlinks are persistent. Google is often unwilling to reconsider such penalties because owners of spam domains frequently attempt to have penalties removed by representing that ownership of the domain has passed into different hands when in fact it has not. This leads to genuine new owners who attempt to set up a new site with the existing domains being subject to penalties that are very difficult to overcome.
