According to an April 16 news report in The Democrat and Chronicle, the law is named after 9-year-old Frankie Flora who was attacked and severely injured by a pit bull four years ago.

State senators have introduced Frankie's Bill, which if passed into law, will hold dog owners liable and financially responsible even the first time their dog bites and injures someone. According to an April 16 article in The Democrat and Chronicle, the bill, introduced by State Sen. Terry Gipson, D-Rhinebeck, is named after a 9-year-old boy who was mauled by a pit bull four years ago. Current law in New York State warns dog owners for the first time their pet injures someone or acts aggresively. Gipson has maintained that the law should not allow for this first-time warning, the report states.

The new law will ensure that individuals like Frankie get much-needed access to medical treatment to help recover from dog bite injuries, the article states. Frankie Flora suffered 100 lacerations to his head and arms and has had 25 surgeries to restore flesh that was torn off and to rectify nerve damage.

Dog bite victims should not have to wait until they get attacked a second time to receive the financial support they rightfully deserve, said New York personal injury lawyer Kenneth A. Wilhelm.
