Singapore’s Ministry of Manpower Tightens Rules for Dependants of Work Pass Holders

A review of its rules on work passes has led the Ministry of Manpower (MOM) to significantly tighten the criteria for foreign workers to be able to sponsor their dependants to live with them in Singapore.

The higher salary requirement is actually the government’s way of making sure that foreigners who come to Singapore to work are able to enjoy the excellent quality of life that has made the city so appealing.

According to a recent release on the MOM web site, individuals staying on a Singapore work pass will soon be required to earn at least S$4,000 a month in order to be able to sponsor their spouses and children for Dependant Passes. The new regulation will take effect on September 1, 2012.

Currently, MOM regulations require that foreign workers staying in Singapore under S Pass or Employment Pass (EP) must earn more than S$2,800 a month in order to bring their spouses and children with them on Dependant Passes.

The MOM has stated that the change will only apply to dependants who arrive in Singapore from September 2012 onwards. Dependants who are already staying in Singapore will not be affected by the new rule, except if their sponsor changes employers after its implementation.

Individuals on P1 (monthly salary above S$8,000) and P2 (monthly salary above S$4,500) work passes will be relatively untouched by the new ruling, as the minimum requirements for their passes are already well over S$4,000. The only difference is that from 1 September 2012 onwards, only P1 pass holders will be able to sponsor their parents to stay in Singapore.

The move is part of the government’s initiatives to moderate the increasing numbers of foreigners living in Singapore, and to ease the growing pressure on the country’s social infrastructure. A statement on the MOM website reassures foreign workers that they will continue to be welcome, stating, “Singapore remains a global talent capital. We continue to welcome highly skilled foreign professionals who wish to bring their dependants to stay with them.”

She added that this may also serve to increase overall workforce productivity in Singapore, stating that, “If a worker brings his family over but is having difficulty coping with the expenses, it will inevitably lead to stress and sub-par results at work. The MOM is ensuring that anybody who is planning their relocation to Singapore in the future will be better prepared to provide their families with the best possible living experience.”
