Trinity Consultants Adds Former Regulator to Austin, Texas Team

Trinity Consultants, a Dallas-based environmental consulting firm with 30 U.S. offices, hired John B. Barrientez, PE, a former air permitting specialist with the Texas Commission on Environmental Quality (TCEQ). Mr. Barrientez joined the Austin, Texas staff of Trinity where he assists industrial facilities with air permitting efforts.

During his 18 years of experience in the Chemical Section, Mr. Barrientez was highly involved in the review of state and federal air permit applications including the verification of engineering-related calculations for chemical, coatings, and combustion sources. He also communicated extensively with permit applicants, elected officials, and the general public regarding air permits and the applicability of state and federal requirements.

At Trinity, Mr. Barrientez applies his regulatory expertise in working with companies that are planning major modifications, expansions, or new construction of industrial facilities. He helps clients assess the expected impact of air emission sources on the surrounding community and partners with them to prepare an effective permitting strategy that will maximize operational flexibility for the facility while achieving compliance obligations and satisfying stakeholder concerns. In addition, due to EPA’s rejection of TCEQ’s flexible permitting program, Mr. Barrientez has specialized expertise on the requirements of affected facilities to revise their construction permits as part of the “de-flexing” process.
