Trinity Consultants, an international environmental consulting firm that specializes in industrial air quality issues, recently opened an office in Pittsburgh, to better serve western Pennsylvania. Mr. Thomas M. Muscenti, PE, an environmental professional with nearly a decade of experience, will lead the new office. Mr. Muscenti was previously with Trinity’s Charlotte, N.C. office where he specialized in regulatory applicability analyses, Maximum Achievable Control Technology (MACT) and New Source Performance Standards (NSPS) compliance, Title V permitting, Prevention of Significant Deterioration (PSD) permitting, emissions inventories, and atmospheric dispersion modeling. He completed an M.S. degree in Chemical Engineering from Virginia Tech and a B.S. in Chemistry from John Carroll University.
Mr. Muscenti and his team will focus on supporting highly regulated facilities in industries such as steel manufacturing, food processing, portland cement, aggregates, oil & gas, electricity generation, chemicals, and other manufacturing operations. Trinity provides technical support on issues such as air emissions quantification, air quality permitting, greenhouse gas emissions management, and compliance reporting and management. Most recently, Trinity assisted Pennsylvania facilities with issues such as the following:
- Assisted clients in the lime manufacturing, steel manufacturing, and glass manufacturing with PSD and NSR permit applications.
- Assisted clients in the oil and natural gas industry with NSR permitting activities, noise analyses, FERC Resource Report 9 preparation, engine NSPS and MACT compliance, and EPA’s Greenhouse Gas Mandatory Reporting Rule.
- Assessed the applicability of EPA’s proposed new Boiler MACT and CISWI rules for clients in several industries.
- Evaluated the impact of the new 1-hour SO2 national ambient air quality standard for a lime producer.
