US Federal Contractor Registration is notifying vendors that the planned deployment of the new System for Award Management scheduled for May 29th, 2012 has been postponed by the GSA until late July 2012.
The delay will allow affected parties more time to prepare for the transition and will help ensure SAM is capable of fulfilling users’ needs.
The GSA has conducted extensive testing into the capabilities planned for the first phase of deployment – which includes the Central Contractor Registration (CCR), Federal Agency Registration (FedReg), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) – and the results of those tests will help them further improve SAM in preparation for its implementation in sixty days.
317 elements have been changed, including 58 eliminations and 133 format changes, according to a notice from the GSA. Further changes will also be made to FedReg, EPLS, and ORCA.

Registrants will especially need to prepare for SAM migration if they haven’t logged in to their CCR registration in awhile. Vendors will need to know their login and registered email address before they can successfully transfer their registration to SAM. In addition, any errors currently in present in the CCR registration would be passed on to the new SAM system and could possibly cause problems with the migration.
While resetting a misplaced username and password can be as simple as answering a few security questions online, it can also be as tedious as sending a certified letter to the Federal Service Desk to request the password be reset – a process which can be very time consuming if overnight mail is not used. With their workload expected to increase with the SAM migration, turnaround for password resets may also be impacted.
To qualify for government contracts, businesses must obtain a DUNS number and must complete CCR and ORCA registration. Successful contractors also develop aggressive government marketing plans which include the creation of a profile on government websites such as the SBA’s Dynamic Small Business Search and automated bid notifications to their email.
