A new publication, The Small Business Guide to Contracting with the State of California, which is designed to assist small businesses and disabled veteran business enterprises (DVBE) better compete in the annual $4-$5 billion California State government procurement market, was launched today by Tolle and Associates. Tolle and Associates is a business consulting firm that specializes in California State contracting and procurements.

"The Guide was written with small businesses in mind.” said Steven Tolle, author of the Guide and president of Tolle and Associates, "The State of California has established a 25% small business procurement goal, which is potentially $1 billion or more per year for small businesses.

“However, many small businesses are overwhelmed by the myriad of procurement rules and programs found at the State level to effectively compete.” Tolle continued. “The Guide will assist small business in understanding the State market, as well as some advice and tools to better compete.”

The Guide covers many contracting topics. Some of those are:

•Small Business Preference Program

•Disabled Veteran Business Enterprise (DVBE) Participation Program

•Formal Bidding

•Informal Bidding

•Small Business and “Non-Small Business” Preferences

•Prompt Payment Act

•General Advice

•Tips and Tools

To help small businesses save time and effort, the Guide also includes a reference CD-ROM. This CD puts active web links to the State websites covered in the Guide, procurement documents and copies of the applicable laws and regulations at a business’ fingertips.

The Guide is designed as a working document. Since the State procurement market is continually changing to reflect new laws and regulations, the Guide will be updated to reflect any changes. Tolle and Associates is offering free updates for the Guide until June 30, 2006 for those that purchase it before Thanksgiving, Thursday, November 24, 2005.
