IA 450 Chairman addresses CDMA450 Conference in Latin America.

Vadim Belyavskiy, was the first keynote speaker at the CDMA450 America Latina Conferencia Regional. Chairman Belyavskiy spoke about the International 450 Association (IA 450) ( and benefits of membership.

The conference was organized by Convergencia Latina and endorsed by IA 450 and the CDG. Chairing the event was Carlos Killian, IA 450 Director for Latin America and the Caribbean.

This was the first ever CDMA450 only conference in Latin America. Argentina’s Secretary of Communications, Guillermo Moreno gave the opening remarks on day two and explained the content of Resolution SC 161/2005 opening the 450 MHz Band for fixed wireless digital services in rural and suburban areas of Argentina.

Four panels covered the operators’ visions, regulatory perspective as well as network, handset and services development. Presentations were made by CoTeCal, about their CDMA450 network in the south of Argentina; Peruvian operator Valtron deploying their network in Huarochiri, Peru; and Venezuela’s CVG Telecom announcing their trials in the State of Bolivar.

Regulators from Argentina, Ecuador, and Peru made presentations on regulatory advancements with CDMA450 spectrum in their respective countries. Mexico, Honduras, Guatemala, Jamaica, Chile and Paraguay are also studying new 450 MHz Band regulations. The technical characteristics of the Band are ideal for rural telephone services and Internet access throughout Latin America.

The advantage to using CDMA450 is derived from the spectral efficiency and high-speed data capabilities of CDMA2000® and the expanded coverage afforded by a lower frequency band. CDMA450 provides a larger cell size compared to cell sizes in other bands, which translates to fewer cell sites, faster deployments, less environmental impact and significantly lower capex and opex to service vast coverage areas. CDMA450 offers IMT-2000 services such as high-quality voice and high-speed data access, requires only a small amount of spectrum (less than 1.8 MHz including guardbands), and allows for a phased evolution.

The conference proved the high interest from Latin American regulators and operators in CDMA450 technology which allows provision of advanced and inexpensive telecommunication services.

The International 450 Association (IA 450) was formed 4 years ago to promote the use of the analogue and digital technologies in the 400 to 500 MHz band. Currently the IA 450 has 35 members including 17 operator members and 18 industrial members.
