Members of the AAPPO Board of Directors are elected to a three-year term and play an active role in supporting the Association in its mission to facilitate further education/understanding of the PPO industry, develop initiatives focused on PPO business concerns or needs (e.g. universal credentialing standards for PPOs) and improving access to healthcare services for all Americans.

Mr. Havard has served as Chairman and Chief Executive Officer for a distinctive array of organizations over a period of twenty years. His extensive experience includes mergers and acquisitions, investment banking, and venture capital, as well as the effective use of technology to improve business operations. Mr. Havard’s unique, entrepreneurial spirit and his ability to translate his visionary ideas into realistic, viable business tools have proven to be a successful combination.

Mr. Havard entered the healthcare industry when he developed one of the first fully integrated automated claims workflow systems in the United States. In 1998 he founded a PPO Administration Company, Ecom, Inc., the first of its kind in the healthcare industry. Mr. Havard built a coalition of PPOs, starting with 5 and growing to over 140. These networks trust the Ecom business model and recognize it as a way to improve their market share and improve their company’s overall performance.

In keeping with his tradition of industry leadership, he was awarded a patent pending on the algorithms used to evaluate claims data for Ecom's Virtual PPOSM network.
