"The reports show a disturbing trend. Public school educators have lowered the bar for students as far as what is proficient and that still doesn't seem to help. Look at Louisiana, a staggering 42 percent of eighth grade male students performed below the N.A.E.P. basic level. If you're a parent in 2007, it's pretty easy to decide to homeschool your children when your local public school fails to teach them how to properly read on the most basic of levels," said Rothschild.
