Evidence-based approach would reduce political and financial influences on treatment choices

The white paper, Evidence-based Coverage Policies and Appeals: The Foundation of Quality and Value in the Medicare Program, recommends incorporation of an evidence-based approach into Medicare coverage policy determinations, appeals processes, and medical practice.

“We believe that an objective and rational dialogue on the use of evidence throughout the Medicare system, including in development of both national and local coverage decisions and in the appeals process, supported by appropriate financial incentives and payment systems, is essential to address healthcare quality issues and the rapidly rising cost of the Medicare program,” says Dr. Susan Levine, Chief Scientific Officer and Senior Vice President, Health Technology Research & Consulting at Hayes, Inc. Dr. Levine is also an appointed member of the CMS Medicare Evidence Development & Coverage Advisory Committee. Advises Dr. Levine, “Adopting and implementing an evidence-based approach will help to manage diffusion of health technologies, reduce disparities and variations in coverage and care, promote use of effective and high-value services, and ensure that our healthcare dollars are spent wisely.”
The white paper has been distributed on Capitol Hill to the co-chairs and key staff of the Joint Committee on Deficit Reductions, the chairmen of the Senate Committee on Health, Education, Labor, and Pension (HELP); and the Senate Select Committee on Aging, and to the co-chairs of the House Task Force on Health Care Innovation, as well as ranking leadership of the Senate Select Committee on Aging and other members of the House and Senate Leadership at CMS also received the document.
