Highlights of selected legislation covered in the newly developed protocol include:

•     "The Sustainable Forest Development Act [R.S.Q., c. A-18.1], 2010" establishes a program designed to implement sustainable forest development, in particular through ecosystem-based development to ensure integrated and regionalized resource and land management based on clear, consistent objectives, measurable results and the accountability of managers and users of the forest. It replaced the "Forest Act (R.S.Q., c. F-4.1)" and took effect on March 31, 2013. The "Regulation Respecting Operating Permits for Wood Processing Plants [c. A-18.1, r. 8, as last amended by O.C. 1267-2011]," specifies the classes of wood processing plants that require operating permits pursuant to the "Sustainable Forest Development Act. " This Regulation also requires that wood processing plants prepare an annual register of their activities.
•     The "Regulation Respecting Environmental Impact Assessment and Review of Certain Projects (EIARCP) [c. Q-2, r. 23.1, 2018]" replaced the "Regulation Respecting Environmental Impact Assessment and Review [c. Q-2, 3. 23]." This Regulation identifies the operations or projects that are subject to the environmental impact assessment and review procedure specified by the "Environment Quality Act (EQA), R.S.Q. 1972, c. Q-2." This Regulation came into effect in March 2018. "Prohibition of Asbestos and Products Containing Asbestos Regulations [SOR/2018-196, 2018]" are effective December 30, 2018, and are intended to prevent new asbestos and products containing asbestos from entering the Canadian marketplace. The import, use, sale, and manufacture of processed asbestos fibres, products containing processed asbestos fibers or any consumer product containing asbestos is prohibited. The regulation does allow for specific activity exclusions from this prohibition provided that asbestos management planning and annual reporting requirements are met.    
•     The "Regulation Respecting Pressure Vessels (c. A-20.01, r. 1)" was replaced by the "Regulation Respecting Pressure Installations [c. B-1.1, r. 6.1], 2018." Requirements for certification, inspection, and alteration of pressure vessels were revised. In addition, the Regulation sets standards for safety devices provided on pressure vessels, welding procedures, and the qualifications of welders and inspectors.
•     The "New Substances Notification Regulations (Organisms) (SOR/2005-248)" were added to this update. These federal regulations were amended in 2018. They specify reporting requirements for manufacturers and importers of microorganisms.
•      The "2-Butoxyethanol Regulations, 2006, [SOR/2006-34]" were added to this update. These federal regulations specify restrictions for the manufacture and import of listed products that contain 2-butoxyethanol that are intended for indoor use.
