Veterans Enterprise Technology Solutions, Inc. (VETS), a Service-Disabled Veteran-Owned Small Business (SDVOSB), announced today that it was awarded a Task Order under the Department of Homeland Security’s (DHS), Program Management, Administrative, Clerical and Technical Services (PACTS) program, a 100% set-aside for SDVOSBs to provide support services to DHS and its components. The task order, named Service Center Operations Support Services (SCOSS), was issued under Functional Category 2 (Administrative) of the PACTS program and provides a wide range of administrative services for the U.S. Citizenship and Immigration Services (USCIS). Under SCOSS, the VETS Team will support the USCIS Service Centers in Dallas, Texas and Lincoln, Nebraska. The task order has a one-year base period and three one-year options with a ceiling value of approximately $117 million, if all options and award terms are exercised.

On this task order, VETS selected its PACTS teaming partner, Serco Inc., who was the incumbent on the SCOSS 1 contract. This contract provided support services to the USCIS in the areas of program management, mailroom operations, electronic data entry, fee collection, and the tracking and maintenance of files relating to over 6 million applications and petitions received by the USCIS annually. This new task order will continue to provide these services but will also provide additional services for assembling, maintaining, storing and retrieving incoming petitions, applications, and supporting documents. Serco has provided these services to the USCIS service centers since 2001. Additionally, Serco provides support services for the DHS USCIS Office of Record Services with the tracking and accounting of more than 62 million immigration files. The company also supports DHS’ National Benefits Center with file tracking storage and distribution support in Lee’s Summit, MO.
In July 2010, Serco and VETS’ Mentor-Protégé Agreement (which is not associated with the PACTS program) was approved by DHS Office of Small and Disadvantaged Business Utilization. Under the agreement, Serco committed to assist VETS in competing for new opportunities and by providing a wide range of assistance to enhance the capabilities both companies can offer to DHS.
