The governor of California, Jerry Brown, vetoed several key elements of the legislation; more specifically, the ban on semi-automatic firearms. Governor Brown issued a statement on his veto saying "The State of California already has some of the strictest gun laws in the country, including bans on 'military style' assault rifles and high-capacity ammunition magazines. I don't believe this bill's blanket ban on semi-automatic rifles would reduce criminal activity or enhance public safety enough to warrant this infringement on gun owners' rights." It is an interesting plot twist, considering the facts that California, New York and New Jersey have arguably the most stringent gun laws in the nation and a very liberal mentality towards firearms in general.
