Chief Armstrong spent more than three decades with the Easttown Township Police Department where he was Chief of Police for 13 years. After retiring in 2009, Chief Armstrong joined the Pennsylvania Chiefs of Police Association (PCPA) as the Member Services Coordinator for four years where he coordinated statewide police testing, executive search and consulting services, as well as served as the legislative affairs liaison for this statewide non-profit professional association.
Chief Armstrong is an active member in the International Association of Chiefs of Police, FBI National Academy Associates, PCPA, Police Chiefs Association of Southeastern Pennsylvania, Chester County Police Chiefs Association, among other organizations. He earned his B.S. degree in criminal justice administration from Bellevue University and an associate degree in forest technology from The Pennsylvania State University.
