The American Council for an Energy Efficient Economy (ACEEE) included these rankings in its seventh annual State Energy Efficiency Scorecard. The scorecard ranks all 50 states and the District of Columbia on their policies and programs that encourage the efficient use of energy in buildings, transportation and industry.

The Energy 2030 Plan is a set of innovative policy recommendations developed by the Commission on National Energy Efficiency Policy and designed to double U.S. energy productivity by 2030. Energy productivity is the level of economic activity achieved using a given amount of energy.
