Lucidity Consulting Group is pleased to announce Bob Arnett has joined the firm’s fast growing advisory group as Vice President, Advisory Services. Bob brings 33 years of experience in various leadership and business transformation positions spanning the information technology field.
For the past 10 years, Bob has served as Senior Vice President and Chief Information Officer for Cobb Electric Membership Cooperative (Cobb EMC) in Marietta, GA. As a trusted and accomplished executive leader, Bob transformed the company’s IT infrastructure, implemented new governance processes and managed a team of 80+ IT employees through significant operational and cultural challenges for the $625 million utility.
Among Bob’s many accomplishments at Cobb EMC was the complex, multi-company implementation of Oracle Utilities Customer Care & Billing (CC&B) application. After the Cobb EMC acquisition of Southern Company Gas, Bob led the merger of Cobb EMC’s 190,000 electric customers and the 170,000 Southern Company Gas customers into a single instance of CC&B. The new gas company, Gas South, benefitted and grew to 275,000 customers with the support of Bob and his team. Bob’s IT Department and the Customer Service departments at Cobb EMC provided 100% of the hosting and managed services for Gas South and the other affiliate companies since going live in 2007.
Bob’s core competency is his ability to demonstrate strategic and transformational leadership across an enterprise. He has implemented dynamic change and profitable expansions at several companies throughout his career, honing his technical, business, and process improvement skills across industry verticals.

Bob’s success has not gone unnoticed in the industry. He has received numerous awards for his work. In 2007, Bob was named the “CIO of the Year” by the Sierra Energy Group and the CS Week Committee, an international award presented to utility executives. In May of 2008, his team accepted the “Best CIS Implementation” award for their complex, multi-company implementation of Oracle Utilities CC&B. In 2010, Bob was named “CIO of the Year” in the Enterprise Category by his peers in the Georgia CIO Leaders Association.
Bob earned his Bachelor’s Degree in Information Systems from Appalachian State University. He remains active in several local technology organizations. He is a member of the Technology Advisory Board for Credibility (formerly Consumer Credit Counseling), and also serves on the Advisory Board for the Georgia CIO Leadership Association (GCLA). He is a member of the Society of Information Management (SIM) and the Technology Association of Georgia (TAG). He is also an active member of the new TAG Smart Energy Society and serves on the Planning Committees for the CIO Forum and the Knowledge Summit for Utility CxO’s.
