The guide ranks institutions in five categories: National Universities, Master’s Universities, Baccalaureate Colleges, Liberal Arts Colleges and Community Colleges. University of California campuses — San Diego and Riverside — were one-two in the National category, followed by University of Texas, Austin; Case Western Reserve and UC Berkeley, rounding out the top five.

These four-year and graduate institutions are rated by numbers of students receiving Pell grants; predicted graduation rates; research expenditures; Bachelor's to Ph.D. ratios; numbers of Peace Corps volunteers; ROTC membership; Federal work-study funds spent on service; community service participation and hours served; service staff; courses and financial aid support.

Washington Monthly also rates schools based on their contribution to the public good in three broad categories: Social Mobility (recruiting and graduating low-income students), Research (producing cutting-edge scholarship and PhDs), and Service (encouraging students to give something back to their country).
