The work, conducted on behalf of the council, was undertaken by a home improvement company, reports HVP on June 26 in the article Council Fined For Allowing Potential Lethal Work. After the company carried out a loft conversion, an independent engineer found that the boiler was left leaking, allowing carbon monoxide to leak into the area.
The Health and Safety Executive (HSE) investigated the incident, and an inspector from the HSE, Dean Baker, told HVP that:
“Anyone carrying out work on or near a flue should get the advice of a Gas Safe Registered engineer before starting work.”
