A 9 year old boy helped make a town in southeast Wisconsin a little safer last month. The boy, Tanner Otwaska, was given the Citizen Public Service Award by the Racine Police Department for directing police toward a fleeing suspect in an armed robbery. After Otwaska directed the policemen, the suspect was quickly apprehended.

The Racine Police Department serves a population of 81,855 making the list of top 5 largest cities in Wisconsin. Tanner Otwaska’s young age has placed a spotlight on acts of heroism and examples of good Samaritans. Otwaska was one of 11 citizens honored at a private banquet, held annually during National Police Week, along with 50 officers and 10 civilian employees. A resident of Racine can earn the Citizen Public Service Award by aiding or assisting a Racine Police Officer or a fellow citizen. The certificate of achievement is presented by the Chief of Police. Otwaska received his award certificate inside a keepsake a plaque from Presenta Plaque. This gesture evidences the award and becomes a reminder to help others, as well as a keepsake to proudly display.

Certificates of achievement, such as the Citizen Public Service Award given to Otwaska, have lasting effects. People are largely propelled by intrinsic motivation when they do good deeds. In other words, Tanner Otwaska did not assist police for an award, but because he felt it was right. Studies have shown that when people are given unexpected awards for an intrinsically motivated act, they become much more likely to repeat the behavior in the future.

Thus, awards of this nature can have a profound impact on young children because they are heavily influenced by events around them. In Otwaska’s case, the hope is that he will continue to assist police and fellow citizens as he grows older, partly thanks to the Citizen Public Service Award. Tanner Otwaska serves as a stellar example to the public that anyone can do good, regardless of age or ability. Presenta Plaque is proud to provide awards to these types of responsible citizens.
