If an offer for SEO services guarantees 1st page rankings, or mentions any shady techniques such as using guest book submissions for links, forum posting for links, hundreds or thousands of directory submissions, or blog commenting for links, those are clear identifiers of black-hat SEO methods. These risky methods are not a guarantee to improve your rankings now nor in the long run, and they will likely lead to a decrease in your existing rankings.
