Providence Housing Authority Receives Over $300,000 From FEMA for Purchase of Pioneering’s Safe-T-Element® Cooking Technology

Providence’s first high rise Safe-T-element installation in 2009 reduced that building’s stove top cooking fire problem from approximately 72 fires annually to zero.

Since the PHA began installing the STE cooking system in August 2009, the occurrence of stove top related fire damages has been eliminated.

These competitive grant programs are administered by the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) in cooperation with the U.S. Fire Administration (USFA).

In an effort to prevent household fires and help local fire departments the Providence Housing Authority received a $301,514 Fire Prevention and Safety (FP&S) grant, an initiative of FEMA’s AFG program, for fire prevention efforts. FP&S funds are designed to reach high-risk target groups and mitigate incidences of deaths and injuries caused by fire and fire-related hazards. The Providence Housing Authority will use the funding to install the Safe T Element device, which helps prevent stovetop cooking fires before they start, in 721 housing units at Hartford Park Tower; Dexter Manor; Dominica Manor; and Kilmartin Plaza. According to the U.S.F.A., stovetops are the leading cause of reported home fires and home fire injuries in the United States.

“This is a smart investment in fire prevention and public safety. These federal awards will help protect families and ensure our firefighters have the equipment they need to stay safe and save lives. I salute the fire safety officials who worked hard to win these competitive grants and will continue working at the federal level to support our firefighters and first responders,” said U.S. Senator Jack Reed.

The PHA began installing the Safe-T-element cooking system (STE) in their buildings in 2009. The first building Parenti Villa (elderly/disabled tenants) was notorious for having stove top cooking fires, averaging 6 stove-top fires per month ranging 50/50 from no damage to some damage. Regardless of damage all fires set off the alarm which causes the local fire department to respond putting first responders at risk. This costs the fire department money, increases the PHA’s insurance premiums and the PHA incurs the costs of clean up, repair and rehab of the unit. In 2012, the PHA installed the STE technology in Carroll Tower, a high-risk, high rise building.    

The completion of this recently awarded installation project means that Providence will have installed the STE in all six of the PHA’s elderly/disabled high-rise buildings. Since the PHA began installing the STE cooking system in August 2009, the occurrence of stovetop related fire damages has been eliminated.
