Pleio Health Support Systems is proud to announce that it has developed a fully HIPAA-compliant telephonic process for obtaining individual authorizations (“IAs”) in connection with its GoodStart medication adherence programs. The new process delivers in plain language all of the required elements of a HIPAA IA and then captures and digitizes a telephonic verbal consent.
Pleio is encouraged by the Omnibus Rule issued by the Department of Health and Human Services (“DHHS”) which takes effect on September 23, 2013. In its preliminary commentary to the Rule, DHHS acknowledges the value of Pharmacy-driven medication adherence programs as part of health care treatment and operations under HIPAA. Under the new rule, however, patients must be properly informed when those programs are subsidized and must authorize communications made in connection with the subsidized programs. Pleio has developed and successfully tested a telephonic IA process which meets the legal requirements of HIPAA.
“Several studies have suggested that low health literacy is directly associated with poor medication adherence,” says Pleio Health Support Systems CEO, Jean Lalonde. “Through verbal explanations and digital authorizations enabled by HIPAA and the federal E-Sign Act, patients with low literacy can gain access to trusted support where and when they need it, in language they can understand.”
Since 2009, Pleio has helped more than 15,000 pharmacies implement phone-based support programs for their patients, in turn helping millions of Americans who prefer spoken more than written words. Pleio’s initiative relative to the new Omnibus Rule will ensure that patients with low health literacy, patients who live in isolation, and overburdened caregivers will continue to benefit from Pleio’s phone-based GoodStart® programs delivered by Pharmacies across the country.
