The Waters Consulting Group, a leader in public-sector executive recruitment and Web-based Human Resources systems, has announced plans for its executive search and e-solutions businesses under two new corporate brands following the sale of its compensation consulting practice.
Waters & Co. Executive Recruitment will focus on public-sector executive recruitment and Waters & Co. E-Solutions will offer four Web-based Human Resources solutions, according to Rollie Waters, who will lead both entities. Waters said both of the rebranded enterprises are in a high growth mode and will soon require additional staffing.

Charles (Chuck) A. Anderson will play a key role in leading Waters & Co. Executive Recruitment. As CEO of the Executive Recruitment Division under The Waters Consulting Group name since 2006, Anderson has broad and deep executive leadership experience in local government and public education, including serving as city manager for Dallas, executive director for Dallas Area Rapid Transit, and executive director for the Michigan Education Association.
Assisting with Waters & Co. E-Solutions is Management Information Systems Director Shawn M. Wachtel, who will focus on business development, data management, software maintenance and client relations. The company’s four cloud-based Human Resources solutions include CareerNavigator™, SurveyNavigator™ and PayDesigner ™.
The renewed focus and the new names come on the heels of the acquisition of The Waters Consulting Group’s HR Division by The Segal Group, a leading benefits and HR consulting firm based in New York. Segal has said that its public-sector compensation practice will be known as Segal Waters Consulting with offices in Washington, D.C., Phoenix and Dallas.
Earlier this month, Joseph A. LoCicero, president & CEO of The Segal Group, said, “This acquisition significantly expands Segal’s resources and client base in one of the fastest-growing areas of public-sector consulting: compensation, job analysis, job evaluation and performance management consulting.
