This principle connects with Einstein's principle of equivalence in that the relative motion of mass and its gravity are both determined by how mass emits gravitational radiation. It simply emits it according to the Doppler principle. The emitted radiation leaves a vacuum in its wake for the inertia of space to fill and carry along with it whatever mass lies in its path. This is how the presence of mass curves space-time. The radiation also needs to be recycled in order for its continuous creation not to overfill space. Its relatively gradual detection by other matter is long range according to the Hubble Constant whereby there is a red shift of a weaker spectrum of starlight from more distant stars. The detected radiation is scattered to become the microwave background radiation that eventually contributes to space inertia. Since the vacuum effect is primary to the gravitational effect, there is no violation of conservation of momentum from a continuous encounter of gravitational radiation with matter. Because the gravitational radiation is recycled, its energy is conserved.
