Sixkiller Consulting Expands Its Senior Management Team

Kate Eltrich, a veteran of the Obama Administration, is an expert on the federal budget whose experience includes senior positions within both the legislative and executive branches. Her deep knowledge of the policy and fiscal pressures driving federal spending assists clients in understanding key trends and pinpointing opportunities to succeed in a constrained budget environment.
Mariah Sixkiller, most recently national security advisor to House Democratic Whip Steny Hoyer (D-MD), the second-ranking Democrat in the U.S. House of Representatives and former Majority Leader, provides clients with a Congressional leadership perspective and first-hand experience navigating the unique intersection of policy, politics and pragmatism that is required to achieve positive results. Over the past eight years, she has been involved in nearly every aspect of shaping policy and moving legislation through the House that involves foreign policy, defense, intelligence and trade matters.

Dealing With Budgetary Realities and Complexity
As an advisor to OMB Directors Peter Orszag and Jack Lew, Eltrich developed strategies to help enact President Obama’s legislative and budgetary priorities in Congress and coordinate implementation across federal departments and agencies, including the American Recovery and Reinvestment Act (ARRA). Prior to joining the Obama Administration, she spent eight years working on the Senate Appropriations Committee, where she served under Chairmen Robert C. Byrd (D-WV) and Daniel K. Inouye (D-HI), and for subcommittee chairs Fritz Hollings (D-SC), Mary Landrieu (D-LA), and Patrick Leahy (D-VT). She began her career at OMB during the Clinton Administration.
Eltrich first joined Sixkiller Consulting in the lead-up to the Budget Control Act of 2011, helping clients anticipate the immediate and long-term impact of the law on their bottom-line and advising clients on ways to plan for sequestration’s across-the-board cuts. The firm’s public sector and non-profit clients used this analysis to reset priorities and up their reserves, while the firm’s Fortune 500 and 1000 clients were able to better anticipate shifting federal market opportunities and key targets.
“I help our clients retool their approach and priorities so they can succeed in the current budget environment, while demystifying how the budget actually works,” explains Eltrich. “And to do that, you’ve got to have an authoritative knowledge of the budget itself, be able to engage the players, and work within the process that informs the budget year after year. Drawing on Experience as a Finisher
During her eight years in Congressional leadership, Mariah Sixkiller honed a pragmatic approach that combined an ability to listen and collaborate across stakeholders, and placed a premium on bipartisan coordination and the ability to compromise. This approach helped clear the way for the House to pass a range of complex and politically delicate pieces of legislation, including the Foreign Intelligence Surveillance Amendments Act in 2008, the repeal of “Don’t Ask, Don’t Tell” in 2010, the Cyber Intelligence Sharing and Protection Act in 2012, and the Iraqi Special Immigrant Visa extension in 2013.
“Until recently, navigating multiple committees, Caucus politics, outside stakeholders, the White House and national security agencies, and Congressional leadership colleagues on both sides of the aisle in both Chambers, was just a day in the life,” says Sixkiller. “Today, I rely on my experience to provide clients savvy, yet realistic, advice on how to navigate the federal policy space and identify strategic opportunities to drive outcomes.”
In addition to serving Democratic Whip Hoyer (D-MD), Sixkiller worked for Senator Paul Sarbanes (D-MD) as his foreign policy advisor, staffing him at the Senate Foreign Relations Committee and non-profit Board meetings. She also spent time on the legislative staff of Senator Maria Cantwell (D-WA), held a political appointment at OMB during the Clinton Administration, and worked in government affairs positions at a Fortune 500 company and the non-profit National Democratic Institute for International Affairs.
Sixkiller is also a Senior Associate with the International Security Program at the Center for Strategic and International Studies in Washington, DC.
