Brams chaired Patton Boggs' Construction Law Group and has over 25 years of experience in negotiating the various complex contractual arrangements associated with the development of major engineering and construction projects and advising clients on claim and risk management issues and the resolution of disputes on major public and private sector projects. He regularly assists governments/owners, developers, architects, engineers and contractors on a broad range of domestic and international matters involving facility and infrastructure development, public private partnerships, project delivery, procurement, and the preparation and negotiation of the various contract and project documents critical to successful project delivery. Brams’ practice also focuses on bid protests, as well as the mediation, arbitration and litigation of performance disputes on federal, state, and overseas construction and engineering projects. He is a mediator and arbitrator on projects. He has served as lead counsel on transactional and dispute matters on a number of the largest infrastructure projects in the world.
Maryland Governor Martin O'Malley appointed Brams to serve as the only private sector representative on the Governor's public-private partnership oversight commission. In that capacity, Brams testified at various hearings at the request of and with the O'Malley administration's top officials. Brams is Chambers-ranked and listed as a "Washington D.C. Super Lawyer”.
