First the AMA recommends a balanced, yet effective state policy that address prescription drug abuse from the doctor to the user. Second, “AMA urges that state licensing boards, public health agencies, state medical and pharmacy associations, and other stakeholders work together toward solutions that will reduce prescription drug abuse, overdose and death — including community based prevention as well as increased access to treatment for substance use disorders.” In addition taking this approach will inevitably bring awareness to the community about drug abuse. Third, drug monitoring programs should be introduced by governors and state officials in order to bring a systemic oversight in the rate and impact in which drug addiction is taking place at any given location. Fourth, as this data becomes available “states must adopt appropriate patient privacy and confidentiality protections. Rather than use the programs solely as a law enforcement tool, it is important to note that they contain a wealth of data that can be potentially used to evaluate outcomes and conduct focused research.” Lastly, governors should double think the implementation of mandates as previous cases have shown to be ineffective and to the contrary increased the number of heroin users due to the low supply of prescription pain killers.
