Haynes and Boone Expands Environmental Practice with Addition of Two Washington, D.C. Lawyers
Washington, D.C. (PRWEB) July 02, 2014 -- To enhance client ability to navigate complex federal environmental issues, Haynes and Boone, LLP has added two highly regarded lawyers, Julie Domike and Alec Zacaroli, to its growing Washington, D.C. office.
Domike will serve as a partner and Zacaroli as counsel in the firm’s Environmental Practice Group.
“The addition of Julie and Alec will not only bolster the firm’s existing environmental practice, it will add an additional dimension specifically focused on federal rulemaking and related litigation,” said Mary Mendoza, chair of the firm’s Environmental Practice Group. “Their addition is particularly timely with the formation of the firm’s cross-sectional Greenhouse Gas Working Group, of which both Julie and Alec are members.”
Domike concentrates her environmental law practice in the areas of enforcement defense and advising clients on regulatory requirements, including emerging Greenhouse Gas regulations. She has extensive experience in the area of permitting under the Clean Air Act, particularly Title V and major and minor New Source Review. Her work with stationary sources includes interaction with EPA and states on rulemaking, providing compliance counseling, and defending sources in federal and state enforcement matters. Her work on mobile source matters involves rulemaking, compliance counseling, engine certification, rule interpretation, and defending companies in federal enforcement matters. In addition to issues arising under the Clean Air Act, she has advised clients on administrative resolutions of alleged violations of the Resource Conservation and Recovery Act and Emergency Planning and Community Right to Know Act.
As an attorney with EPA headquarters’ Air Enforcement Division for nearly nine years, Domike offers clients insight into the agency’s enforcement approach and relationships with the U.S. Department of Justice.
Zacaroli focuses his practice on environmental litigation and counseling. He has a comprehensive environmental law practice, with a particular emphasis on federal and state air pollution control law. Zacaroli’s practice includes representation of large multinational corporations in environmental enforcement matters, toxic tort litigation, regulatory compliance counseling, administrative challenges to federal and state rulemakings and other agency actions, and due diligence. He specializes in Clean Air Act law, but also has experience litigating and counseling clients with respect to CERCLA, RCRA, the Clean Water Act and other federal and state pollution control laws.
Prior to becoming an attorney, Zacaroli worked as an environmental journalist for seven years. He is also the co-founder of 25:40, a non-profit dedicated to helping orphaned and vulnerable children in southern Africa.
Zacaroli and Domike are the editors of the American Bar Association’s Clean Air Act Handbook, currently in its Third Edition. The treatise was cited by Justice Scalia in the June 23, 2014, Supreme Court decision involving EPA regulation of greenhouse gases under the Act.
