Carter joins Yardstick after serving as Chief of Staff & Director of Operations, Office of the President of United States Programs for the Bill & Melinda Gates Foundation. Previously he served as the Chief Operating Officer of the National Alliance for Public Charter Schools and prior to that as the Vice President of Education, Workforce & Innovation Policy of the renowned national association of Fortune 500 Chief Executive Officers, Business Roundtable. Other positions include operations leadership roles with Seattle Public Schools, climate change attorney with Kreditanstalt fuer Wiederaufbau Bankengruppe (Frankfurt, Germany) and management consultant with the IBM Corporation.

Carter has a Juris Doctorate from the University of Notre Dame, a Master of Science in Public Policy & Management from Carnegie Mellon University and a B.A. in Political Science & Economics from the University of Washington. He resides in Seattle, WA with his wife and daughter. In his spare time, Carter enjoys teaching graduate students at his alma mater and the wonders of nature in Seattle’s many parks, mountains and waterways.
