Bowman Consulting Hires Joe Fersner
Chantilly, VA (PRWEB) September 05, 2014 -- Bowman Consulting today announced that Joe Fersner has joined its Charleston, SC office as Water Resources Director. Mr. Fersner has over 27 years of experience in stormwater management, water resources protection, and coastal zone management. He will be leading Bowman’s stormwater compliance program geared toward government entities operating under Municipal Separate Storm Sewer System (MS4) permits.

Mr. Fersner joins Bowman from Woolpert, Inc., where he assisted coastal county and municipal governments in the development and implementation of their stormwater management programs, ordinances, design manuals, IDDE manuals/procedures, system inventories, utility fees, annual reports and watershed master plans. He has spent significant time tracking, commenting on and providing input to DHEC on the recently adopted SC Construction General Permit (CGP) and Municipal Separate Storm Sewer System (MS4) Permit. Mr. Fersner also served for over 20 years as the manager of engineering and state certifications at DHEC’s Office of Ocean and Coastal Resource Management (OCRM). He directed and supervised the implementation of the state stormwater management and sediment reduction program and the state Coastal Zone consistency certification program in the eight coastal counties.
Bowman’s Charleston office has experienced rapid growth since opening last year. In recent months, Jim Ducker joined the office as Senior Project Manager bringing with him over 13 years of experience in all aspects of master plan development, site identification, regulatory approvals, construction document preparation, contract bid, negotiation and award processes, construction management and contract administration, cost analysis and budget development, and project closeout. Additionally, Cameron Baker joined the office as Project Manager, bringing with him a strong understanding of the site development process including master planning, regulatory compliance, and utility and stormwater design.
