Medicare likewise rated each nursing home with one to five stars based on separate measures of quality of care, health-inspections record, and level of nurse staffing.
Medicare’s ratings are based on a three-part system: health inspections, quality measures, and staffing. Health Inspection ratings are comprehensively based on the three most recent annual inspections. Over 180 regulatory standards within the health inspection are in place for the purpose of protecting nursing home residents. Certified and trained inspection teams including at least one registered nurse measure certified nursing homes based on these standards. In a recent article by The New York Times, the Medicare rating system was challenged based on claims that were not investigated thoroughly. Bill Myers, Senior Editor for Provider Magazine, the industry’s leading publication, responded to the article.
“The New York Times story, for example, concluded that providers are ‘gaming’ the system simply because not every piece of information reported to the government is independently validated. Yet the article did not offer factual evidence that providers were systematically furnishing exaggerated or misleading information. In fact, Medicare routinely conducts in-depth audits to validate the information facilities provide to justify their payments.”
