Rinsky represents individuals, partnerships, and corporations in a broad range of tax disputes with the Internal Revenue Service, Department of Justice Tax Division, California Franchise Tax Board, and the California Board of Equalization. She has litigated tax matters on behalf of clients in the U.S. Tax Court, U.S. District Court, and the U.S. Court of Appeals for the Ninth Circuit, including six published federal tax cases. She has significant experience with tax shelter litigation and partnership-level proceedings governed by the Tax Equity and Fiscal Responsibility Act of 1982 (“TEFRA”). Her tax controversy experience includes protests and administrative appeals before the IRS Appeals Division, California Franchise Tax Board, and the California Board of Equalization.
Prior to joining Royse Law Firm, Rinsky worked for nine years at a prominent San Diego law firm. Rinsky also worked as a legal intern at the California Attorney General’s Office in the Appeals, Writs and Trials Section in San Diego, and she served as a law clerk at the Employee Rights Center in San Diego. She is admitted to practice in California; the District of Columbia; the U.S. Tax Court; the U.S. Court of Appeals, Ninth Circuit; the U.S. Court of Federal Claims; and the U.S. District Court, Northern and Southern Districts of California.
Rinsky is a member of the State Bar of California, Section of Taxation; the District of Columbia Bar; the American Bar Association, Taxation Section; the Palo Alto Area Bar Association; and the Bar Association of San Francisco. She holds an LL.M. in taxation and a J.D., both from the University of San Diego School of Law, and a B.A. in political science from the University of California—Santa Barbara. While in law school, Rinsky served as an executive editor of the San Diego International Law Journal.
