Mr. Shelburne will be based in Raleigh, N.C., but will work nationally.

Mr. Shelburne is a national thought leader on allocation policy, supportive housing, IRS compliance, program innovation and fair housing. At Novogradac & Company LLP, he will consult with state agencies, local governments, equity providers, lenders, attorneys and developers on these and other topics.
