How does a group seeking a medical cannabis business license increase their chances of obtaining one? Diane Czarkowski, managing partner of Boulder-based consulting firm, Canna Advisors, would tell them to hire a cannabis consultant with a good track record. Her group recently won dispensary and cannabis business licenses for their clients in Illinois -- the fifth state where they’ve consulted on winning applications.
"We write policies and procedures, design facilities, create financial models, help build executive teams, and advise our clients on all the important cannabis business matters," she said.
Canna Advisors says their most successful groups are the ones they engage with the longest. “Some clients might only want facility design help, or a financial review of their business plan. Others, we’ll work with for six to nine months before their state’s regulations are even adopted.” These long-term consulting contracts result in hundreds of pages of unique content for their clients’ applications.
Twenty-three states and the District of Columbia have legalized medical marijuana in some form. Several states have also created licensing programs so that businesses can legally cultivate, process, and dispense medical marijuana in their state. Generally, these programs solicit applications and business plans, rewarding a limited number of licenses to only the most qualified applicants.
Illinois -- the most populated state so far to do this -- is considered to have implemented one of the most rigorous and competitive application programs yet. In November 2014, the State received 158 applications for 21 cultivation licenses, and 211 applications for 60 dispensary licenses. The State also collected a $5,000 and $25,000 non-refundable fee for each application, respectively. On February 1st, the state awarded 18 cultivation licenses and 52 dispensary licenses.
But the road doesn't end there. Once clients receive a license, Canna Advisors can also help them get their doors open and their products to market.
