Spill Center®, a North American technology leader in environmental spill support services and electronic emergency response management systems, turned 25 years old in April. The company has grown from a small environmental claims management company in 1990 to one with clients ranging from the largest truckload and LTL fleets and truck leasing companies to chemical, environmental and insurance companies, according to Spill Center President Thomas Moses.

He started the company on the premise that no business would ever have enough spills to justify creating and maintaining all the spill resources needed for adequate protection from environmental risk exposure today, he related at a recent event at the company’s headquarters in Hudson, Mass.

“No business should ever have enough spills to get good at managing them efficiently and cost-effectively,” he maintained. “We deal with environmental releases every day on behalf of clients. By managing spill response and incident reporting in jurisdictions throughout North America, we have learned what works to minimize damage to the environment and what saves money for our clients,” he said.

Mr. Moses, who holds a law degree and a certificate in Hazardous Materials Control and Emergency Response, notes that Spill Center has developed highly efficient systems for spill response, documentation and reporting, as well as cleanup contractor referrals and disposal resources throughout the USA and Canada.

“Clients rely on Spill Center to provide expertise in spill management and regulatory matters to avoid fines and penalties for non-compliance with local, state and federal environmental reporting rules and minimize cleanup costs and potential liability,” he explained. “The Spill Center program was developed to help level the playing field for spill generators who are forced to deal with regulatory authorities, cleanup contractors and third-party claimants.”

Spill Center staff includes legal, technical and environmental specialists experienced in regulatory reporting, spill cleanup coordination, documentation of compliance activities, database maintenance and auditing of contractor and emergency responder invoices. Spill Center Compliance Associates are on call 24/7, 365 days a year to provide support for clients involved in environmental spills of hazardous materials, diesel fuel and other regulated substances, observed Mr. Moses, who served as a U.S. EPA toxicologist before launching Spill Center.

The Spill Center team routinely completes U.S. DOT incident reporting forms along with all required documentation as part of the program of spill-related services for clients, he said, noting that Spill Center completes more incident reports for clients than any other organization in the USA – more than 300 each month. The company was recognized with a seat on the US DOT Task Force on proposed rulemaking for the DOT 5800.1 Incident Report, he added.

To complement a client’s existing fleet safety and compliance programs, Spill Center’s 24/7 support program ensures adequate response at night and during weekends and holidays. It also helps reduce the administrative costs associated with keeping track of reporting requirements for each jurisdiction through which the subscribers' equipment travels.

In addition, Spill Center has developed proprietary automated systems to track incidents, produce standard and customized reports and generate root cause analysis data for clients. The information helps managers identify conditions and trends that can be addressed within their organizations to improve safety, noted Mr. Moses.

The latest technology development from Spill Center is a web-based mobile device application for emergency response communications and management designed to provide geo-location data and other incident-critical information. The app is customizable and designed to enable Spill Center clients to respond quickly to spills and other emergencies in order to control costs and limit potential third-party liability claims.
