PCmover Express is free only for personal noncommercial use and only if the destination PC is running Windows 8.1 or Windows 10. Commercial users must purchase a license for the unrestricted version of PCmover Express, which is about $20.
In 2014, with Windows Easy Transfer no longer supporting XP users, Laplink and Microsoft partnered to provide PCmover Express for Windows XP, a no-cost data transfer tool for XP users. That software is available on Microsoft's site here.
