Taps State of Indiana's First Public Finance Director Mark S. Moore

Noyes, a 107 years old wealth management and investment banking firm, announced today the hiring of Mark S. Moore, as Vice President, Fixed Income Capital Markets. Based in Indianapolis, IN, Moore will report directly to Bob Welch, Senior Managing Director of Noyes’ Capital Markets Group.

Moore was the State of Indiana’s first public finance director. In that capacity, he spearheaded the financing or funding of a number of important projects, including the completion of Indiana Government Center, wastewater and drinking water infrastructure, state and interstate highways, airport facilities and correctional facilities. In addition, he served as bond counsel to governments, businesses and nonprofits and represented national, regional and Indiana underwriters in bond offerings and banks providing credit facilities for municipal securities.

Welch explained that Moore’s hire is perfectly aligned with the expansion of Noyes’ fixed income platform and ongoing growth of Noyes’ Capital Markets Group. The latter was launched with the specific goal of helping Midwestern companies meet their M&A and capital advisory needs. As an investment banker with a strong legal and financial background, Moore will interact with municipalities, municipal advisors and bond counsel to position Noyes as their investment bank of choice for tax-exempt and taxable bond issues.

Most recently, Moore was partner at the law firm of Faegre Baker Daniels LLP, Indianapolis. His prior experience includes working with leading law firms Ice Miller, LLP, as senior counsel, and Kutak Rock LLP, as partner and associate. Moore’s legal work was concentrated on public and private sector projects resulting in job growth, enhanced environmental quality, expanded agriculture and energy markets, new educational facilities, improved utility services and safer infrastructure.

Moore earned a cum laude Doctor of Jurisprudence degree from Indiana University in Bloomington, IN, and a summa cum laude Bachelor of Arts degree from Wabash College in Crawfordsville, IN. He is also a Ruling Elder of Northminster Presbyterian Church of Indianapolis; former President of The Northminster Presbyterian Church Foundation, Inc.; member of the Permanent Judicial Commission, Synod of Lincoln Trails (IL and IN), Presbyterian Church (USA); and former Trustee and Chair of the Finance Committee of Vincennes University in Vincennes, IN.
